The Connotation, Significance and Types of Non-Traditional Security Diplomacy

传统安全与非传统安全相互交织是当今世界的显著特征。超越“伪多边主义”的真正的多边主义,是中国外交构建人类命运共同体的价值基点。作为中国外交方略的重要内容,非传统安全外交是中国外交超越传统安全困境的路径拓展。以和谐世界为目标导向,以共享安全为价值准则,以安全共治为实现路径的非传统安全外交,在人类命运共同体的打造中凸显了其特有的历史必然性、现实可能性和未来拓展性。非传统安全外交主要是各国通过合作的方式来解决区域乃至全球的资源性安全困境,并合理地兼顾他者与自身的发展。基于中国的外交实践,非传统安全外交可分为结伴式外交、对接式外交及镶嵌式外交。在推进“一带一路”建设和构建人类命运共同体的进程中,非传统安全外交可以作为一种新路径来促进国家认同,通过结伴式外交实现政治上的和谐式建设,通过对接式外交进行经济上的互补性发展,通过镶嵌式外交拓展文化上的互惠性交流,从而尽可能消解国家之间利益的争端,化解文化宗教方面的矛盾。

The interweaving between traditional security and non-traditional security is a distinctive feature of today's world.The genuine multilateralism beyond pseudo-mutilateralism is the value basis point of China's diplomacy in building a human community with a shared future.As an important element of China's diplomacy strategy,non-traditional security diplomacy is an extended path of China's diplomacy beyond the traditional security dilemma.Non-traditional security diplomacy,with harmonious world as its goal,shared security as its value base,and common security governance as its realization path,has highlighted its unique historical inevitability,realistic possibility and future expansion in the building of human community with a shared future.Non-traditional security diplomacy is a way for countries to solve regional or global resource-based security dilemmas through cooperation,and to strike a reasonable balance between the other's and their own development.Based on China's diplomatic practice,non-traditional security diplomacy can be classified into partnership diplomacy,docking diplomacy and mosaic diplomacy.In the process of promoting"the Belt and Road Initiative"and building a human community with a shared future,non-traditional security diplomacy can facilitate national identity as a new path,achieve harmonious political construction through partnership diplomacy,fulfill complementary economic development through docking diplomacy,and expand reciprocal cultural exchanges through mosaic diplomacy,so as to dissolve disputes over national interests and resolve cultural and religious conflicts.
