“城市更新”理念下的韩城城市建设与发展探讨

Discussion on Urban Construction and Development of Hancheng under the Concept of"Urban Renewal"

韩城作为国家历史文化名城和西北重要能源工业城市,拥有丰富的历史文化资源和自然资源。改革开放以来,良好的资源禀赋和国家政策扶持,韩城经济总量不断攀升,综合实力显著增强,城市建设有了突飞猛进的发展。随着城市化进程的加快,韩城的城市发展步入城镇化较快发展的中后期,传统的增量式发展难以为继,城市建设规划与城市发展不相适应、城市管理标准化水平还不够高、城市“碎片化”问题等相继出现,直接制约了韩城城市建设高质量发展。本文基于“城市更新”发展理念,追根溯源研究韩城城镇化中后期亟需解决的制度设计问题,提出存量更新时代把握好“城市战略定位”与“顶层规划设计”,“历史名城保护”与“新兴城市建设”等四对关系的制度优化建议。

As a national historical and cultural city as well as an important energy industrial city in the northwest,Hancheng has abundant historical and cultural resources as well as natural resources.Since the reform and opening up,with good resource endowment and national policy support,total economic output of Hancheng has continued to rise,its comprehensive strength has been significantly enhanced,and urban construction has developed by leaps and bounds.With the acceleration of the urbanization process,the urban development of Hancheng has entered the middle and late stages of rapid urbanization.The traditional incremental development is unsustainable,the urban construction planning is not compatible with the urban development,and the standardization level of urban management is not enough.The problems such a s urban"fragmentation"appeared one after another,which directly restricted the high-quality development of Hancheng's urban construction.Based on the development concept of"urban renewal",this paper traces back to study the institutional design issues that need to be solved urgently in the middle and late stages of urbanization in Hancheng,and proposes to grasp the four pairs of relationships,including"urban strategic positioning"and"top-level planning and design"in the era of stock renewal,"historical city protection"and"emerging city construction"for institutional optimization..
