“治理”的话语转向——一个文献综述

The Discourse Turn of Governance--A Literature Review

治理理论被引入国内20余年来,经历了一个从引介传播,到反思争议,再到本土话语重构的演变发展过程。党的十八大以来,受顶层设计的政策议题引领、地方探索的治理经验吸引,治理话语从以西方“治理”理论为价值预设的原教旨主义,或转向马克思主义国家治理话语体系,或重构为以中国经验为根基的本土话语。现有基于中国经验的本土化治理研究,从党政体系内部的整合协调方式、内外的互动联合方式以及治理的核心价值诉求等方面展开。未来可从治理的中国语境、治理的中国方式及其走向等方面展开系统研究,使治理理论融入中国语境、契合中国经验、面向中国问题,形成更具说服力的本土化治理话语体系。

Since the introduction of governance theory into China for more than 20 years,it has experienced a process of evolution and development from introduction and dissemination,to reflection and controversy,and then to the reconstruction of local discourse.Governance discourse has also changed from fundamentalism with western governance theory as value presupposition to Marxist national governance discourse system,or reconstructed into local discourse based on China’s experience.Based on China’s experience,the study of localized governance has been carried out from the aspects of internal integration and coordination of the party and government system,internal and external interaction and union,and the appeal of core values of governance.In the future,systematic research can be carried out from the aspects of the Chinese context of governance,the Chinese way of governance and its trend,so as to integrate the governance theory into the Chinese context,fit the Chinese experience and face the Chinese problems,and form a more convincing localized governance discourse system.
