乡村振兴中基层干部激励机制的多样态及内在逻辑 被引量:10

摘要 实现乡村振兴是一项复杂的系统工程。基层干部的工作动能是影响乡村振兴效度的直接因素。对基层干部实施有效激励成为乡村振兴的现实要求。有效的干部激励能释放推动乡村振兴的正能量,纾解乡村振兴中基层干部的焦灼情绪。职务职级晋升、物质报酬激励、表彰激励、容错免责等是乡村振兴中基层干部激励机制的多种形态。这些激励方式蕴含着鲜明的内在逻辑:实现组织目标与个人目标的统一、坚持问责约束与容错激励共进、坚持物质激励与精神鼓励并行、坚持制度供给与回应干部期望的统一。这些激励方式相互融合、共同发挥作用。不同地区应结合自身实际选择相应的激励方式,以释放最大效能。 Rural revitalization is a complex systematic project.The work kinetic energy of grass-roots cadres is the most direct factor affecting the effectiveness of rural revitalization.The implementation of effective incentives for grass-roots cadres has become the practical requirement of rural revitalization.Effective cadre incentive can release the positive energy to promote rural revitalization and relieve the anxiety in rural revitalization.Promotion of post and rank,material reward incentive,commendation incentive and fault tolerance and exemption are various forms of incentive mechanism for grass-roots cadres in rural revitalization.These incentive methods contain distinct internal logic:realizing the unity of organizational goals and personal goals,adhering to the progress of accountability constraints and fault-tolerant incentives,adhering to the parallel of material incentives and spiritual incentives,and adhering to the unity of system supply and response to cadres’expectations.On the whole,these incentive methods integrate with each other and play a role together.Different regions should choose the corresponding incentive methods in combination with their own reality in order to release the maximum efficiency.
