全过程人民民主的要素与结构

Elements and Structure of the Whole-process People’s Democracy

全过程人民民主是全链条、全覆盖、全方位的民主,其中蕴含着民主主体、客体、程序等要素,形成完整的结构。全链条是指由民主选举、民主协商、民主决策、民主管理、民主监督形成的复合程序,保证了全过程人民民主的程序完整性。全过程人民民主的客体既包括政治、经济、文化、社会、生态等各领域,又包括国家、社会、群众等各个层次,是全覆盖的民主。全方位民主以党委、人大、政府、政协等四套班子为依托,将民主贯穿在党和国家机关的工作之中,是全方位的民主。对全过程人民民主要素与结构的进一步认识应该从实践出发,满足理论饱和性的要求。

The whole-process people’s democracy is a full chain,full coverage,and all-round democracy,which contains subjective,objective,and procedure,forms a complete structure.The whole chain refers to consisting of democratic election,democratic deliberation,democratic decision-making,democratic management,and democratic supervision,forming a composite procedure to ensure the inherent integrity of the whole-process people’s democracy.The whole-process people’s democracy covers all fields such as politics,economy,culture,society,ecology,and all levels of the state,society,and the masses.All-round democracy is based on the four teams of the party committee,the people’s congress,the government,and the people’s political consultative conference.Further understanding of the elements and structures of the whole-process people’s democracy should proceed from practice and meet the requirements of theoretical saturation.
