Organizational Isomorphism and Functional Reorganization:The Developed Path of the Integration of Rural Governance System——Taking Baoshan Village in Pengzhou City and Ziyou Village in Xingwen County as Examples

乡村治理体系一体化是传统乡村治理体系、基层党组织与集体经济组织和村民自治组织体系、自治法治德治体系融合的结果,核心在于能力和资源的集成整合。彭州市宝山村和兴文县自由村基于市场逻辑、政府逻辑和多重竞争性逻辑,通过组织同构与职能重组推动乡村治理体系横向一体化和纵向一体化,并结合乡村治理现代化的需要推动横向与纵向治理体系相互嵌入,促使乡村治理组织的职能属性更加清晰、权责配置更加明确、资源统筹能力更强。两个村庄治理体系一体化的路径表明,整体性治理理念同样适用于乡村治理体系的创新过程,而现代化的乡村治理能力是一体化实践的基本保障,只有具备上述两个关键条件,才能在现代化的乡村治理体系下有效解决乡村治理人才短缺与治理结构失衡以及多个治理体系间缺乏兼容所带来的治理效能低下等问题,进而促进乡村振兴和乡村治理现代化。

The integration of rural governance system is the result of the integration of traditional rural governance system,grassroots Party organization and collective economic organization,villagers’self-governance organization system,and the system of rule of law,autonomy and moral rule.The core lies in the integration of capacity and resources.Based on market logic,government logic and multiple competitive logic respectively,Baoshan Village of Pengzhou City and Ziyou Village of Xingwen County promoted horizontal integration and vertical integration of rural governance system through the same organizational path,and promoted the mutual embedment of horizontal and vertical governance system according to development needs.After the organizational restructuring,the functional attributes of rural governance organizations will be clearer,the allocation of powers and responsibilities will be clearer,and the ability to coordinate and integrate resources will be stronger.The integration path of the two villages shows that the concept of holistic governance is also applicable to the innovation process of the rural governance system,but modern rural governance capabilities are the basic guarantee for integrated practice.Only with the above two key conditions can we promote the shortage of rural governance talents and the imbalance of governance structure under the modern rural governance system,as well as the low governance efficiency caused by the lack of compatibility of multiple governance systems,and then achieve the goal of rural revitalization.Complete the inherent requirements and historical mission of rural governance modernization.
