政府数据开放背景下图书馆隐私数据开放问题研究

Research on the Privacy Data Opening of Library under the Background of Government Data Opening

在大数据时代,社会对于数据效益的追求与日俱增,政府将掌握的数据进行开放成为常态,而图书馆亦在政府数据开放中扮演着重要角色,但是,图书馆在开放隐私数据时,存在获取授权困难、开放标准不明、监督机制缺位等问题。本文结合图书馆的自身特点对其在隐私数据开放中应遵循的原则进行探究,在理论基础上提出设置数据授权协议、明确开放标准、建立监督机制等建议,以期促进政府数据开放背景下图书馆隐私数据开放的制度化,更好地平衡隐私保护与数据效益。

In the era of big data,the society’s pursuit of data efficiency is increasing day by day.It is normal for the government to open the data it has,and the library also plays an important role in the government’s data opening.However,when opening private data,libraries have some problems,such as difficulties in obtaining authorization,unclear opening standards,lack of supervision mechanism and so on.Combined with the characteristics of the library,this paper explores the principles that should be followed in the opening of privacy data,and puts forward some suggestions on setting up data authorization agreement,clarifying opening standards and establishing supervision mechanism on the basis of theory,in order to promote the institutionalization of library privacy data opening under the background of government data opening,and better balance privacy protection and data efficiency.
