公共图书馆隐私政策框架与透明度优化研究

Research on Privacy Policy Framework and Transparency Optimization of Public Libraries

公共图书馆隐私政策是大数据环境下读者个人信息保护的基石。近年来,我国个人信息保护立法进程不断加快,而公共图书馆相关政策严重缺失,内容规范性与透明度亦存在明显不足。为契合立法与现实需求,公共图书馆应充分重视隐私政策的制定与完善,一方面以个人信息处理规则及相关权利义务的界定为重点,确立完整规范的隐私政策内容框架;另一方面基于可见性与可读性要求优化政策透明度,实现隐私政策“规范”与“告知”的合理预期。

Privacy policy of public library is the cornerstone of readers’personal information protection in the big data environment.In recent years,the legislative process of personal information protection in China has been accelerating,while the relevant policies of public libraries are seriously lacking,and there are obvious deficiencies in content standardization and transparency.In order to meet the needs of legislation and reality,public libraries should pay full attention to the formulation and improvement of privacy policy.On the one hand,they should focus on the personal information processing rules and definition of related rights and obligations,establish a complete and standardized content framework of privacy policy,and on the other hand,they should optimize the transparency of privacy policy based on visibility and readability,realize the reasonable expectation of"standardization"and"disclosure"of privacy policy.
