总体国家安全观为解决新时代背景下的国家安全问题提供了根本遵循。高校是广大青年价值观形成与意识形态塑造的主阵地,其特殊的育人环境为非传统安全问题的滋生和蔓延提供了土壤。新时代背景下,高校非传统安全问题日益突出,内涵和外延不断丰富,在政治安全、文化安全、科技安全、校园安全、网络安全等方面构成了现实威胁。高校通过思想政治教育工作应对非传统安全问题的体制机制尚未完善。为此,需要以总体国家安全观为根本遵循,以政治安全为出发点,以学科建设为切入点,以信息技术为支撑点,以应急保障为落脚点,加强高校思政教育和国家安全教育工作,提升高校应对非传统安全问题的能力。

The overall national security concept provides fundamental guidelines for solving national security issues in the new era.Colleges and universities are the primary fronts for the formation of values and ideology of young people,and their unique nurturing environment provides the opportunists for the breeding and spreading of non-traditional security issues.At present,non-traditional security issues in colleges and universities are becoming more and more prominent,with rich connotations and extensions,posing actual threats to political security,cultural security,scientific and technological security,campus security and network security.The institutional mechanism for colleges and universities to deal with non-traditional security issues through ideological and political education work has not improved.To this end,it is necessary to take the overall national security concept as the fundamental guideline,political security as the starting point,discipline construction as the entry point,information technology as the support point and emergency security as the landing point to strengthen the work of ideological education and national security education in colleges and universities,and enhance the ability of colleges and universities to deal with non-traditional security issues.
