基于生态导向的四川省交通国土空间承载力评价 被引量:1

Eco-oriented Evaluation of Carrying Capacity of National Land Space of Transportation in Sichuan Province

摘要 基于生态导向的交通国土空间开发能减轻交通建设对生态环境造成的不良影响,协调经济发展与环境保护。运用三维魔方模型,构建基于生态导向的评价体系,对四川省交通国土空间承载力进行评价。结果表明:1)四川省各市(州)交通国土空间承载力差异明显,具有层级结构,高承载力地区主要分布于东部盆地,中低承载力地区主要分布于西部山地和中部自然灾害频发区。2)1级极低交通国土空间承载力土地面积为98088.33 km^(2),占比20.18%,多分布在重要的生态涵养区和水源保护地(一、二级生态禁止建设区),交通选址应尽量避开;2级低交通国土空间承载力土地面积为97024.92 km^(2),占比19.96%,交通建设时应注意整体抗灾设计;3级中度交通国土空间承载力土地面积为97260.50 km^(2),占比20.01%,所分布地区地势较高且土地利用类型多为草地,交通建设路线密度不宜太高;4级较高、5级高交通国土空间承载力土地面积分别为98077.80 km^(2)、95687.75 km^(2),占比分别为20.17%、19.68%,可优先选用4、5级土地进行交通建设。该评价体系能客观反映省级范围的交通国土空间承载力实际情况,具有可复制、可推广的范式作用,可为规划和管理部门在交通路线选址时提供科学依据。 The development of the national land space of transportation based on ecological orientation can reduce the negative impact of transportation construction on ecological environment and coordinate economic development and environment protection.Based on the three-dimensional Rubik′s cube model,this paper built an eco-oriented evaluation system,evaluating the carrying capacity of national land space of transportation in Sichuan Province.The results show that:1)The carrying capacity of national land space of transportation across Sichuan is distinct and shows hierarchical structure:the districts with high carrying capacity mainly locate in eastern basin and the districts with middle and low carrying capacity locate in western highland and the midland with frequent natural disasters.2)In Sichuan,the land with lowest carrying capacity of national land space of transportation(Class 1)is 98088.33 km^(2) as well as 20.18%of all land,most of which spread over level-1 and level-2 ecological construction-forbidden zones,these zones are important ecological conservation and protection areas in Sichuan and should be avoided selecting as traffic site.The land with low carrying capacity of national land space of transportation(Class 2)is 97024.92 km^(2) as well as 19.96%of all land,which should be paid attention for the design of disaster resistance during traffic construction.The land with medium carrying capacity of national land space of transportation(Class 3)is 97260.50 km^(2) as well as 20.01%of all land,which is high in terrain slope and most of which is categorized as grassland,so the density of traffic construction should not be too high.The land with high carrying capacity of national land space of transportation(Class 4)is 98077.80 km^(2) as well as 20.17%of all land,the land with highest carrying capacity of national land space of transportation(Class 5)is 95687.75 km^(2) as well as 19.68%of all land.The lands of Class 4 and Class 5 can be preferentially used for the space development of transportation.The evaluation system can objectively reflect the actual situation of the eco-oriented carrying capacity of national land space of transportation at provincial level,can function as a replicable and transferable paradigm,and can provide scientific evidence for planning administration to locate traffic route.
