科学开展漏损控制推进供水基础设施高质量发展 被引量:3

摘要 供水管网漏损不仅造成水资源浪费,也易引发地面沉陷等次生灾害,严重威胁供水安全与公共安全,开展漏损控制是提高用水效率,保障供水安全的重要举措。近五年来,住房和城乡建设部已先后发布了《城镇供水管网漏损控制及评定标准》《城镇供水管网分区计量管理工作指南》等多项文件指导和推进漏损控制工作。为进一步加强公共供水管网漏损控制,提高水资源利用效率,2022年2月,住房和城乡建设部办公厅、国家发展改革委办公厅印发“关于加强公共供水管网漏损控制的通知”(以下简称“通知”),对“通知”的意义、技术和管理经验、基本思路、保障体系、长效机制、目标等方面内容进行解读。 Leakage of water supply network not only causes waste of water resources, but also easily leads to secondary disasters such as ground subsidence, which seriously threatens the safety of water supply and public security. Leakage control is an important measure to improve water efficiency and ensure water supply safety. In the past five years, Standard for water loss control and assessment of urban water distribution system and Urban water supply pipe network zoning measurement management guide have been issued by Ministry of Housing and Urban-Rural Development to guide and promote leakage control. In order to further strengthen leakage control for public water supply pipe network, improve the efficiency of water resource utilization, in February 2022, General Office of Ministry of Housing and Urban-Rural Development and National Development and Reform Commission issued Notification on strengthening the public water supply pipe network leakage control. The significance, technology and management experience, basic principle, supporting system, long-term mechanism and objective of this Notification are interpreted in this paper.
