社会组织参与社会治理:机会、实践困境及优化路径

Participation of Social Organizations in Social Governance:Opportunities,Practical Dilemmas and Optimization Paths

伴随社会组织政策的变迁和制度环境的完善,社会组织在公共服务供给、民众利益诉求表达、公共决策参与和多元治理主体关系协调等方面参与机会和空间得以拓展,不断体现出治理的主体地位。但是,社会组织在参与社会治理中还存在诸多困境。立足于制度环境剖析这一困境,可以明显看出社会组织因组织独立性和自治性不强、组织合作受限,严重制约其参与社会治理实践。基于此,需要进一步优化制度环境,提升社会组织自主性,增强社会组织自治能力和组织协同能力。

With the changes in social organization policies and the improvement of institutional environment,social organizations have expanded their opportunities and space for participation in public service supply,expression of public interest demands,participation in public decision-making and coordination of relationships among multiple governance subjects,constantly reflecting the governance subject status.However,there are still many difficulties for social organizations to participate in social governance.Focusing on the analysis of this dilemma based on the institutional environment,the author finds it obvious that social organizations are severely restricted from participating in social governance practices due to their weak organizational independence and autonomy,and limited organizational cooperation.Therefore,it is necessary to further optimize the institutional environment,enhance the autonomy of social organizations,and enhance the autonomy and coordination capabilities of social organizations.
