沿海地区基层治理问题简析--以三都镇规范用海为例

A Brief Analysis of the Problems of Grassroots Governance in Coastal Areas--Take the Standard Use of the Ocean in Sandu Town as an Example

基层治理的目的是为了让老百姓有更多的获得感、幸福感、安全感。沿海地区由于海洋的不可分割性,使之没有进行全国统一确权,在规范用海中存在部门权责不清、规范标准缺乏、专业化程度不高、群众相对抵触等问题。为了有效解决这些问题,三都镇积极进行了实践探索,取得了一定成效,对沿海基层治理有一定的借鉴意义。在规范用海的实践中,三都镇通过政策先行依法治理、有针对性地进行宣传、多方协同治理、改革创新治理等方式,实现了沿海基层的有效治理。

The purpose of grassroots governance is to give the people a greater sense of gains,happiness and security.Due to the inseparability of the ocean,there is no national unified confirmation of rights,and there are problems such as unclear rights and responsibilities of departments,lack of standards,low degree of specialization,and relative resistance of the masses.In order to effectively solve these problems,Sandu Town has actively carried out practical exploration and achieved certain results,which has certain reference significance for coastal grass-roots governance.In the practice of standardizing the use of the sea,Sandu Town has realized the effective governance at the coastal grass-roots level through policy governance in advance,targeted publicity,multi-Party collaborative governance,and reform and innovation of governance modes.
