英国海洋科技组织机构的建设现状及对我国的启示

Present Situation of Marine Science and Technology Organizations Construction in Britain and its Enlightenment to China

随着新一轮海洋科技管理体制改革的开展,我国的海洋科技管理组织架构及资助体系处在进一步调整与优化的关键期。世界范围内,英国海洋事业发展具有独特意义。本研究选取英国研究与创新署、自然环境研究理事会、国家海洋学中心、普利茅斯海洋实验室等为主要研究对象,梳理了英国海洋科技组织架构和资助情况,总结了其建设发展的相关经验,以及得到的相关启示:一是做好海洋科技管理资助体系顶层设计,依法进行改革创新;二是建立海洋领域资深专家学者库,定期进行项目汇报,保证项目评审全过程的专业性和项目完成质量;三是促进市场化、多元化的对外合作发展模式;四是注重学科长期研究和海洋学复合型人才培养。

With the development of a new round of reform of the Marine science and technology management system,China’s Marine science and technology organization structure and funding system were in a critical period of further adjustment and optimization.The development of the British Marine industry was of unique significance in the world.So,the UK Research and Innovation Agency,the Natural Environment Research Council,the National Oceanography Centre,the Plymouth Marine laboratory,etc.were seleced as the main research objects to investigate the British marine science and technology organization structure and the financing situation,summarize its construction and development of related experience and the following enlightenment were obtained.Firstly,do a good job in designing the top-level funding system for Marine science and technology organizations and carry out reform and innovation in accordance with the law;Secondly,establish a database of senior experts and scholars in the Marine field,and make regular project reports to ensure the professionalism of the whole process of project review and the quality of project completion;Thirdly,promote a marketoriented and diversified development model of foreign cooperation;Fourthly,pay attention to the long-term research of disciplines and the cultivation of interdisciplinary talents in oceanography.
