基于教育治理视角的河北省高校办学体制现代化路径探析

Analysis on the Path to Modernization of Hebei Province’s Higher Education System from the Perspective of Governance

基于教育治理视角,在厘清教育领域“治理”与“现代化”核心要义的基础上,从更加全面完备的教育法律法规体系构建、以放管服为抓手的政府横纵向管理两个重要外部影响因素入手,分析了河北省高校办学体制治理现代化的必要性与紧迫性。探析了河北省高校办学体制的现代化路径:以章程为基础,构筑独具特色的现代高校管理体系;以技术为抓手,打造互联网+现代教育信息发展图景;以开放为格局,形成具有国际竞争力的教育新视野;以共治求善治,建立多元主体间新型合作治理关系;以期促进河北省高校办学体制的视野升位、改革就位、师资归位、治理到位。

The necessity and urgency of governance modernization of university management system in Hebei province were analyzed from the perspectives of governance,the core meaning of governance and modernization in the field of education,the construction of a more comprehensive and complete educational law and regulation system,and the government’s horizontal and vertical management by way of streamlining administration,delegating power,strengthening regulation and improving services.The paths to modernization of the university management system in Hebei province were puts forward:to build a modern university management system with characteristics with the laws and regulations as the foundation;to create a prospect of Internet Plus information development of modern education with technology as the tool;to form a new international vision of education with opening-up as the pattern;to establish a new type of cooperative governance relationship among multi-subjects with co-governance as the manner.All these proposals are supposed to be combined to promote expanded vision,effective reform,adequate faculty resources and qualified governance of Hebei province’s higher education management system.
