公共服务视角下城市历史街区业态重构的协同干预方法--以平遥古城东南街区为例

A Synergistic Intervention Strategy for Commercial Space Reconstruction of Urban Historic Districts Based on the "Pubic-Serving" Perspective:A Case Study of the Southeast Block in Pingyao Ancient City

伴随现代城市功能变迁和消费经济发展,城市历史街区从少数原住居民的生产、生活空间和外地游客季节性观光的旅游目的地逐渐转变为城市居民日常文娱游憩活动的公共场所。在此背景下,街区的公共化转型,是重新激活其内生动力、顺应时代发展的可持续更新方向。为此,从公共服务视角切入历史街区的业态更新,以融入城市整体发展、传承历史文化价值、契合大众消费需求为街区公共化更新目标,以业态布局多尺度优化、业态准入主题化管控、业态构成差异化配比为干预调节手段,建构公共服务视角下历史街区业态重构的多维协同干预方法。以平遥古城东南街区为例,解析了该方法在历史街区保护更新治理中的具体应用方式,以拓展我国历史街区空间治理研究的理论视野,促进空间治理方法的公共化、人本化升级。

With the functional transformation in modern city and the development of the consumer economy,urban historic districts have gradually changed from traditional living and production space for a few indigenous residents and the merely tourist destination for seasonal tourists to public places for urban residents to have their daily entertainment and recreational activities.On this basis,the public transformation of historic districts is the direction of sustainable renewal to reactivate its endogenous power and adapt to the development of the times.Wherefore the article discusses the issue of business renewal of historic districts from the“public-serving” perspective,take the goal of integrate into the overall development of the city,inherit historical and cultural values,and meet the needs of public consumption as the public renewal target,and use multi-scale functional layout optimization,thematic business access control,and differentiated commercial space proportion adjustment as intervention strategies,and taking the southeast block in Pingyao Ancient City as an example,analyzed and explained its implementation framework,in order to expand the theoretical vision of the preservation and renewal research of historic districts and upgrading the spatial governance method of historic districts from public and humanistic dimensions.
