智慧社会背景下交管证照的电子化应用——以泸州市为例

Electronic Application of Traffic Management License in Intelligent Society:taking Luzhou City as an Example

交通管理领域证照电子化对于方便群众出行,提升交通管理服务水平以及社会治理能力水平有重要的意义。调研发现,目前泸州市交管电子证照应用存在宣传推广不够、申请便利性欠缺、制度规范不健全、业务应用覆盖范围不广以及与之配套的执法流程以及执法装备未跟上等问题。深入剖析各问题产生的原因,在此基础上提出从法律上明确交管电子证照的效力,通过推行“多证合一”及修改申领规定增进申领的便利性,有关部门加强交管电子证照的应用宣传,积极拓展交管电子证照的应用场景、升级或研发与之配套的执法装备,完善执法流程等举措来推进交管证照的电子化应用。

Electronic traffic management licenses is of great significance to facilitate the travel of the masses,improve the level of traffic management service and social governance ability. Problems in the application of electronic traffic management license in Luzhou city are found according to the survey,including insufficient publicity and promotion,inconvenience of application,imperfect system and norms,limited coverage of business applications,supporting law enforcement process and law enforcement equipment,and so on. It is necessary to improve the legislative provisions of the electronic traffic management license,implement one certificate with multiple functions,modify the application requirements to enhance the convenience of the application,strengthen the publicity of the APP,expand the application scenarios,upgrade or develop the corresponding law enforcement equipment,and optimize the law enforcement process.
