基于建设单位首要责任的城市轨道交通质量安全管理内涵探析

Analysis on Quality Safety Management Connotation of Urban Rail Transit Based on Primary Responsibility of Construction Unit

近年,国家、各级政府相继出台建设单位首要责任的制度性文件,建设单位质量安全首要责任逐渐成为项目管理者的共识。本文基于首要责任的要求,探析了城市轨道交通工程建设单位质量安全首要责任的内涵和管理要求,从城市轨道交通建设实际分析了首要责任落实中存在的问题,为后续规范化、制度化实施城市轨道交通建设单位质量安全首要责任提供参考和建议。

In recent years,the state and governments at all levels have successively issued institutional documents on the primary responsibility of construction units,and the primary responsibility of construction units for quality safety has gradually become the consensus of project managers.Based on the requirements of primary responsibility,this article explores the connotation and management requirements of the primary responsibility of construction units for the quality safety of urban rail transit projects,analyzes the problems existing in the implementation of primary responsibility from the actual construction of urban rail transit,and provides references and suggestions for the subsequent standardized and institutional implementation of primary responsibility of construction units for the quality safety of urban rail transit.
