关于东北三省深化改革的刍议——设立东北特别行政区的探讨

On Deepening Reform of the Three Provinces in the Northeast China——An Exploration on the Establishment of the Northeast Special Administrative Region

在东北三省和内蒙古东四盟的基础上,设立东北特别行政区。撤销“省县乡”行政建制,重新行政区划。由“省地县乡”四级管辖改为“特区、州、镇”三级管辖,实行“州镇制”。国家拨给东北特区10000亿美元外汇储备,支持特区发展。欢迎投资建设小城镇,30年内外吸纳外籍移民2000万左右。东北四大城市升为省级直辖市,暂不隶属东北特区管辖。

On the basis of the three northeastern provinces and the Inner Mongolia Eastern Fourth League,it is suggested that the Northeast Special Administrative Region be established;the administrative structure of“provinces,counties and townships”and reorganize administrative divisions be abolished;the four-level jurisdiction of“provincial prefectures,counties and townships”be changed to the three-level jurisdiction of“special zones,prefectures and towns”,and the“prefecture and town system”be implemented;the state allocate US$1,000 billion in foreign exchange reserves to the Northeast Special Administrative Region to support its development;investment in the construction of small towns be welcomed and 20 million foreign immigrants or so in 30 years be absorbed;four major cities in the Northeast China be upgraded to provincial-level municipalities directly under the central government and be not under the jurisdiction of the Northeast Special Administrative Region temporarily.
