山东省诸城市畜禽粪污综合治理和资源化利用模式

Comprehensive Governance and the Mode of Resourceful Utilization of Livestock and Poultry Manure in Zhucheng City,Shandong Province

山东省诸城市积极采取畜禽粪污综合治理措施,探索粪污资源化利用新模式,取得了阶段性成效。本文介绍了诸城市“政策先行”“企业跟进”“国资参与”三种畜禽养殖粪污综合治理和资源化利用典型做法,总结了加强组织领导、落实主体责任、抓好设施配建三条保障措施,列举了“种养循环生态观光”高效农业可持续发展、“牛肥果”生态小循环和“猪沼果”生态农业三个典型案例,最后针对综合治理和利用中存在的问题提出了相关建议,以期为减轻畜禽养殖粪污带来的环保压力和提高粪污资源化利用提供参考。

Comprehensive governance measures for livestock and poultry manure were applied in Zhucheng City,Shandong Province,where a new mode of resourceful utilization of the manure was researched,and phased results were achieved.In the paper,three typical practices including“policy first”,“follow-up by enterprises”and“participated by state-owned assets”in the city were introduced,three supporting measures including strengthening organization and leadership,implementing responsibility of entities and constructing supporting facilities were summarized based on following three typical cases:high-efficiency agricultural sustainable development of“planting and breeding cycle ecological sightseeing”,ecological small cycle model of“cattle-manure-fruits”and ecological agriculture of“pigsmethane-fruits”,then relevant suggestions were proposed against the problems found in comprehensive governance and utilization,with a view to providing a reference for reducing the environmental protection pressure caused by manure from livestock and poultry breeding and improving resourceful utilization of manure.
