城市数字化转型的挑战与优化路径研究——以上海市为例 被引量:29

摘要 城市数字化转型是符合“双循环”发展需求,贯彻国家战略部署,满足城市自身发展所需的应有之义,旨在以技术驱动机制、平台治理机制、数据价值驱动机制重塑城市发展形态,推动生活、治理、经济等方面的数字化转型。从是什么、为什么、谁来做、怎么做的角度构建了一个多位一体的城市数字化转型分析框架,通过上海转型实践,探析了城市数字化转型的内在机理。目前,中国城市数字化转型实践在数字理念、顶层设计、政策制度、数字治理和数字包容等方面仍然面临挑战,为全面推动城市数字化转型,提出以理念创新优化顶层设计,技术与制度双轮驱动,加强数据开放共享、治理与应用,促进多主体参与和多领域转型等优化路径。 The digital transformation of city is in line with the“dual circulation”development needs,the implementation of national strategic deployment,to meet the needs of the city’s own development,aiming to reshape the city development form with technologydriven mechanism,platform governance mechanism,data value-driven mechanism,and to promote the digital transformation of life,governance,economy,and other aspects.This paper constructs a comprehensive analysis framework of digital transformation of city from the perspectives of what,why,who,and how,and explores the internal mechanism of digital transformation of city through the practice in Shanghai.At present,the practice of digital transformation of city in China still faces challenges in digital concepts,top-level design,policies and institutions,digital governance,and digital inclusion.In order to comprehensively promote the digital transformation of city,this study proposes optimization paths such as optimizing top-level design with concept innovation,technology and system twoside drive,strengthening data open sharing,governance and application,and promoting multi-agent participation and multi-field transformation.
