Innovation Efficiency Measurement of China’s High-tech Industry

摘要 文章使用2009—2018年我国高技术产业投入产出数据,运用DEA-Malmquist模型对我国高技术产业技术创新效率区域异质性及动态变迁进行实证分析。研究发现,我国高技术产业区域创新效率东高西低,区域间存在较大差异。总体而言,东部地区的规模效率、纯技术效率及综合效率最高;从创新过程划分来看,无论是规模效率、纯技术效率还是综合技术效率,各地区均表现为技术研发阶段创新效率最高;分阶段而言,在技术研发与技术转化阶段,规模效率增长是促进高技术产业创新效率提升的主要原因,在市场化阶段,技术进步是拉动高技术产业创新效率增长的关键因素。 Based on the input-output data of China’s high-tech industry from 2009 to 2018,this paper empirically analyzes the regional heterogeneity and dynamic changes of technological innovation efficiency of China’s high-tech industry by using DEA-Malmquist model.Research findings are shown as follows:The regional innovation efficiency of high-tech industry in China is high in the east and low in the west,and great differences exist among regions.Overall,the eastern region has the highest scale efficiency,pure technical efficiency and comprehensive efficiency.From the division of innovation process,whether is considered the scale efficiency,pure technical efficiency or comprehensive technical efficiency,all regions present the highest innovation efficiency in the industrial R&D stage.In terms of stages,in the stage of R&D and transformation,the increase of scale efficiency is the main factor to promote the improvement of innovation efficiency of high-tech industry.In the marketization stage,technological progress is the key factor driving the innovation efficiency improvement of high-tech industries.
