Analysis of the Action Framework of Legitimacy ofThe Community Elderly Care Model Combined with Medical Care

目的:应用合法性理论分析社区医养结合各主体获取合法性的行动框架。结论:社区医养结合的制度环境存在政策支持与制度空缺并存,社会期望与困境并存,服务供需双方的文化价值观与认知存在差距的问题。为了获取合法性,政府应完善顶层设计;服务供方通过整合资源、以老年人需求为导向、实现各方利益诉求来完善服务供给;老年人及其家庭转变传统观念,发挥家庭支持作用。

The theory of legitimacy was applied to analyze the action framework of community medical care combining with each subject to obtain its legitimacy.It can be concluded that the current institutional environment of the combination of medical care and community pension mode has problems of coexistence of policy support and imperfect policy design,social expectations and difficulties,and a gap between the cultural values and cognition of the service supplier and demander.In order to obtain legitimacy,the government should perfect the top-level design,the service provider should improve the service supply by integrating resources,guiding with the needs of the elderly,and realizing the interests of all parties.And the older people and their families should change their traditional ideas and play a supporting role of their families.
