四川省2021年冬春季应对新冠肺炎疫情应急演练组织实施与启示

The Organization,Implementation and Enlightenment from a Drill for COVID-19 Emergency Response During 2021 Winter and Spring in Sichuan Province

目的:探索运用“红蓝对抗”模式开展应对新冠肺炎疫情实战演练,检验四川省应对新冠肺炎疫情应急指挥调度、流调溯源、大规模人群核酸检测能力情况,提高全省快速有效处置新冠肺炎疫情能力和水平。方法:采取“双盲+3方对抗”实战模式开展应急演练,派出工作人员扮演新冠肺炎感染者进入绵阳市制造大量活动轨迹,采用市级处置、省级考评等方式了解各级参演人员应急处置能力。结果:此次应急演练有效检验了运用信息化手段开展疫情防控实效和部门间横向协作、省市区三级联动机制的作用,规范了新冠肺炎疫情处置程序,演练达到了预期效果。结论:实战演练质量直接关系到新冠肺炎疫情发生后的应对处置效果,四川要持续开展应对新冠肺炎应急演练,不断提升疫情应急处置能力。

Objective To carry out a real-life emergency response drill against COVID-19,test the ability of emergency command system,epidemiological investigation and source tracing,and large-scale nucleic acid testing,so as to improve the ability of rapid and effective response to COVID-19 outbreak in Sichuan Province.Methods The"double-blind+three-party engagement"mode was adopted in the emergency response drill.Simulative exercise was carried out with a staff playing the role of COVID-19-infected patient entering the city of Mianyang and creating a large number of activity tracks.The emergency response ability of participants at all levels was assessed through the process of municipal emergency management and provincial evaluation.Results The emergency response drill tested the effectiveness of information technology applied in epidemic prevention and control,and the function of horizontal coordination among departments and the linkage mechanism of provincial,municipal and district-level governments.The process of COVID-19 pandemic response was further standardized,and the desired target of the drill had been reached.Conclusion As the quality of real-life emergency response drill is directly related to the effectiveness of COVID-19 pandemic response and management,it is necessary to hold constantly response drills and continuously improve its emergency response capacity in Sichuan.
