Research on Public Sector Construction Management Based on Principal Responsibility

当前,关于基本建设项目主体责任的相关法规政策侧重于质量控制和安全监管。论文聚焦公共部门中建设单位主体责任落实,以人民银行为例分析建设单位在落实质量、安全主体责任时存在的问题或面临的困难,从责任矩阵、投资管理和绩效管理等三方面提出公共部门落实主体责任的若干措施。

At present,the relevant regulations and policies on the principal responsibility of construction projects focus more on quality control and safety supervision. This paper focuses on the implementation of the principal responsibility,which in the construction side of employer in the public sector,takes the People’s Bank of China as an example,analyzes the problems and difficulties faced by construction side of employer in implementing the responsibility of quality and safety subjects,then puts forward some proposals for the implementation of the principal responsibility of the public sector from the three levels: responsibility matrix,investment management and performance management.
