黄河流域高质量发展背景下西安高新区河道设计导则编制探索

Compilation of River Design Guidelines of Xi'an Hi-tech Zone for High-quality Yellow River Basin Development

随着黄河流域生态保护和高质量发展国家战略的深入实施,涵盖水安全保障、水资源涵养、水生态修复、水空间营造、水文化提升等多重功能的河道综合治理受到越来越多的关注。文章以《西安高新区河道治理设计导则》为例,从西安高新区的发展和实际需求出发,从规划、设计、建设、管理等河道治理全生命周期的角度着手,提出了生态之河、安全之河、都市之河的三大建设目标,同时提出了较为具体的规划设计策略及实施保障建议,以期为黄河流域其他城市及地区河道导则的编制提供可借鉴的经验。

With the in-depth implementation of ecological protection and high-quality development of the Yellow River basin,more and more attention has been paid to the comprehensive river management,which includes water security insurance,water resource conservation,water ecological restoration,water space construction and water culture promotion.Based on the development and actual demand of Xi'an High-tech Zone,the"Design Guidelines of River Management In Xi'an Hi-tech Zone"focuses on the planning,design,construction,management in river governance cycle,proposes three construction visions of ecological river,safe river and urban river.Meanwhile,some specific design and implementation strategies are put forward,which can be reference for other cities and regions in the Yellow River basin.
