第四次工业革命带来了数字时代,形成了全新互动机制,引发了前所未有的城市治理变革。当前,我国各大城市都在全面探索数字政府、数字化转型的城市治理创新之路。与此同时,基于城市治理数字化转型而产生的有关个人信息保护、公共数据安全和数字鸿沟等重要理论和现实问题亟待解决。更好地处理技术与治理的关系,有必要从主体的自由角度对治理数字化转型问题进行基于制度、组织和个人等层面的反思,探索解决数字化转型背景下城市治理困境的有效方法,解绑被系统困住的数字化社会人,以推动全体人民共同迈入数字治理时代。

The fourth industrial revolution has brought about the digital age,formed a new interactive mechanism,and triggered unprecedented changes in urban governance.At present,major cities in China are comprehensively exploring the road of urban governance innovation of digital government and digital transformation.At the same time,based on the digital transformation of urban governance,important theoretical and practical problems such as personal information protection,public data security and digital divide need to be solved urgently.To better deal with the relationship between technology and governance,it is necessary to reflect on the problem of governance digital transformation from the perspective of subject freedom,explore effective methods to solve the dilemma of urban governance under the background of digital transformation,and untie the people trapped in the digital society,so as to promote all people to enter the era of digital governance.
