摘要
“两依据一参考”政策出台以来,国家多个重要文件强调要完善综合素质评价体系,实现由“招分”向“招人”转变。学生综合素质评价部分落实,但总体上面临诸多困难和问题,关键在“有用”和“无用”之间。为推动政策进一步落地,需要先行先试,积累经验;加强组织领导和监督治理力度,建立健全诚信体系;加强教师培训和技术支撑,提高评价的科学性和可操作性;建立共管共治的教育生态,协同各方力量共同推进。
Since the introduction of the“two bases and one reference”policy,a number of national documents have emphasized the need to improve the comprehensive quality evaluation system and realize the transformation from“recruiting points”to“recruiting people”.The comprehensive quality evaluation of students has been partially implemented,but in general,it faces many difficulties,and the key is between“being useful”and“being useless”.To promote the implementation of the policy,it is necessary to conduct pilot tests and accumulate experience;to strengthen organizational leadership and supervision and governance,and to establish a sound integrity system;to strengthen teacher training and technical support,and to improve the scientific and operability of the evaluation;to establish a co-management and co-management of the educational ecology,and to work together with all parties.
