“工作专班”在锅炉房稽查中的应用

北京市天然气主要是非居民用户使用量大,其中锅炉房用气量占比较高。传统锅炉房稽查工作过程中,随着分工越来越细,组织形态也变得越来越复杂,管理层级的增多和分工的细化,带来的结果是分工的不科学、不明确和信息的不充分、运转的不流畅。“专班制”旨在对传统组织的局限性进行变革和超越,2020—2021采暖季燃气某户内所通过成立由数据分析组及外业巡查组组成稽查工作专班,为稽查打盗提供理论指导。通过分析2020—2021采暖季锅炉房用气情况,说明稽查工作专班的工作对部分用户起到一定程度的威慑作用,具有一定的成效。

Beijing’s natural gas is mainly used by non-resident users,of which the gas consumption of boiler room accounts for a relatively high proportion.In the process of traditional boiler room inspection,as the division of labor becomes more and more detailed,the organizational form becomes more and more complex.The result is that the division of labor is unscientif ic and unclear,the information is insuff icient and the operation is not smooth.The“special shift system”aims to change and surpass the limitations of traditional organizations.An indoor gas station in the heating season 2020—2021 established a special inspection class composed of data analysis group and f ield inspection group to provide theoretical guidance for the inspection of theft.By analyzing the gas consumption of boiler room in the heating season 2020—2021,it shows that the work of the special inspection team has played a deterrent role to some users and achieved certain results.
