摘要
香港公务员薪酬制度以独立咨询组织进行的职系架构检讨报告和薪酬调查作为特区政府确定和调整公务员薪酬的重要依据,并根据不同职系公务员的职业特点设置薪级表。警察属于警务人员职系,区别于一般纪律人员和文职职系公务人员。警务人员按照所属职系和职级获得相应的最低薪点和顶薪点薪酬,并根据不同的资历条件和形势变化需要,实行跳薪点和长期服务增薪点政策。香港警察的薪酬大部分来自薪级表规定的固定薪酬,与警察职业相关的津贴收入占比很低,并受制于严格的津贴获取条件。可参考借鉴香港警察薪酬制度,依据《中华人民共和国公务员法》 《中华人民共和国人民警察法》 《公安机关组织管理条例》等法律规定,建立与人民警察职业特点相匹配的工资待遇保障制度。人民警察的职务、职级和警衔,应与其工资福利待遇紧密挂钩;对受职数限制和所属单位的行政级别影响导致职务难以晋升的基层民警,可根据其资历实行服役达到一定年限后的特别调薪政策。应规范现行人民警察加班补贴、值勤岗位津贴的发放条件和发放标准,并适当提高警衔津贴的发放水平。
The salary system of civil servants in Hong Kong is based on the department structure review report and salary survey conducted by independent consulting organizations as an important basis for the HKSAR government to determine and adjust the salary of civil servants,and set salary scales according to the professional characteristics of civil servants in different departments.The police belong to the rank of police personnel,which is different from general disciplinary personnel and civil service personnel.The police officers receive the corresponding minimum and maximum salary points in accordance with their vocational system and grades,and implement the policy of jumping salary points and increasing salary points for long-term services in accordance with different qualifications and changing circumstances.Most of the salary of Hong Kong police comes from the fixed salary stipulated in the salary scale.The proportion of subsidy income related to police occupation is very low,and it is subject to strict conditions for obtaining subsidies.Reference can be made to the police compensation system in Hong Kong to establish a wage security system that matches the professional characteristics of the people’s police according to the legal provisions of the Civil Servant Law,the People’s Police Law,and Regulations on the Management of the Public Security Organs.The functions,grades and ranks of the people’s police shall be closely related with their wages and benefits;for grassroots policemen whose posts are difficult to be promoted due to the limitation of number of posts and the influence of the administrative level of units,special salary adjustment policy after serving for a certain period of time can be implemented according to their qualifications.The conditions and standards for the issuance of overtime allowances and duty allowances for the current people’s police shall be regulated,and the level of the issuance of police rank allowances shall be appropriately raised.
