粮食安全党政同考机制构建研究

Research on the Construction of the Party and Government Co-examination Mechanism for Food Security

粮食安全责任制考核实行党政同责,旨在强化粮食安全省长责任制考核,是应对错综复杂粮食形势的政治保障手段。在考核对象方面,把党委、政府以及主要负责人作为考核对象予以明确。在考核组织方面,调整考核工作组新增中央组织部门参加考核,建立由中纪委、国家监委参加组成的申诉小组。在考核方式和内容方面,主要是坚持考核周期确定性与增强粮食工作主动性并重,坚持粮食安全全国必考指标与区域特色指标并重,坚持开源节流粮源考核与粮食流通效率考核并重,坚持粮食安全保障实绩与相关保障机制运行并重。在考核结果和应用方面,既应对成绩突出的地区和领导干部给予表彰奖励,又要建立粮食安全保障不力的责任追究制度,同时完善相应异议以及申诉机制。

The assessment of the responsibility system of Food Security implements the same responsibility of the Party and the Government.It aims to strengthen the Assessment of Provincial Governors'Responsibility for Food Security.It is a political guarantee means to deal with the complex food situation.In terms of assessment objects,the Party committee,the Government,and the main responsible persons shall be defined as assessment objects.In terms of assessment organization,the central organization department should be added to participate in the assessment by adjusting the assessment working group.At the same time,a complaint team composed of the Central Commission for Discipline Inspection and the State Supervision Commission shall be established.In terms of assessment methods and contents,it is mainly to pay equal attention to the certainty of assessment cycle and enhancing the initiative of grain work,pay equal attention to the national mandatory indicators of Food Security and regional characteristic indicators,pay equal attention to the assessment of opening up and reducing grain sources and the assessment of grain circulation efficiency,and pay equal attention to the actual performance of Food Security and the operation of relevant security mechanisms.In terms of assessment results and application,we should not only commend and reward regions and leading cadres with outstanding achievements,but also establish a responsibility investigation system for poor Food Security,as meanwhile improving the corresponding objection and appeal mechanism.
