Emission Control Management of Solid Bulk Cargo Residues from Ships

随着国际社会海洋环境保护意识的提高,船舶固体散装货物残余物污染防治的国际公约和法律法规日趋完善。但在实施过程中仍然存在一定的问题,船舶固体散装货物残余物污染海洋事件仍时有发生,防治工作仍面临很大挑战。建议从补齐货物残余物港口接收设施不足短板、提高散货码头装卸设备技术、加强船舶货物残余物排放监管等方面改进船舶固体散装货物残余物排放控制管理工作,保障水域环境清洁。

With the enhancement of awareness for marine environment protection in the international community,international conventions,laws and regulations on the prevention and control of the pollution from solid bulk cargo residues of ships have been improved day by day.However,problems still exist in the implementation with the frequent occurrence of relevant pollution incidents,posing a serious challenge for the prevention and control efforts.The paper suggests strengthening the control over the discharge of solid bulk cargo residues from ships through making up for the weakness of the port reception facilities for such residues,upgrading the equipment and technologies for handling bulk cargoes at wharf and enhancing the regulation of ship cargo residue discharge,aiming at protecting the marine environment.
