我国西北地区航海文化建设存在的问题和对策建议

Issues and countermeasures of the Navigation Culture Building in Northwest China

为有效提升我国西北地区的航海人才培养水平,更好地融入国家海洋强国战略和“一带一路”倡议中,对该地区的航海文化建设情况进行分析。系统阐述航海文化的内涵和建设需求,并从发展历史、区域定位和教育资源分配等角度指出当前我国西北地区航海文化建设存在的主要问题。在此基础上,结合中国西部海员培训基地的航海教育工作经验,提出从加大政策扶持力度、加强航海人才培养和深入研究符合西北地区发展需求的航海文化等方面加强我国西北地区航海文化建设,供后续我国西北地区航海文化机制、路径和内容研究提供参考。

In order to enhance the marine human resources development in northwest China and to incorporate it into the Strategy of Building China's Strength in Transportation and the Belt and Road Initiative,this paper analyzes the development of navigation culture in this region.It systematically introduces the navigation cultural connotation and demand for development,and identifies the main problems in the navigation culture development in the region from the perspectives of history,regional orientation and distribution of educational resources.Furthermore,based on the experience of navigation education in West China Training Base for Seafarers,the paper proposes practical policies for strengthening the navigation culture in northwest China,including paying more efforts to the policy support,enhancing marine human resources development and making in-depth research on the navigation culture in line with the demands of northwestern China,aiming at providing reference for the research on the mechanism,approaches,and content of navigation culture development in northwest China.
