武汉市某三级公立医院人才梯队建设探索 被引量:4

摘要 新形势下,公立医院的人力资源管理面临更为严峻的挑战,其中人才建设是重中之重。人才梯队建设是提升医院综合竞争力的必然要求,在实现医院可持续性发展过程中具有重要意义。以武汉市某三级公立医院为例,从年龄、学历、职称结构分析人才梯队现状,针对目前存在的人才结构不合理、人才队伍不稳定、人才引进困难、人才培养不足、人才梯队建设不完善的问题,探索人才梯队建设规划策略,提出加大内部人才培养力度、完善外部人才引进政策、创新人才梯队培养机制的措施。内部人才培养和外部人才引进是人才梯队建设的两大重要途径,加大内部人才培养力度,实现“造血”功能;完善外部人才引进政策,达到“输血”效果;创新人才培养机制,培育“树”形人才结构,注重点面结合,为人才发展畅通渠道。促进个人积极性、主动性和潜能得到最大能力的发挥,提升综合素质、增强实力,在人才梯队中发挥各个层次人才的作用,实现医院医疗水平和服务质量的高水平发展。 Under the new situation, human resource management of public hospitals faces more severe challenges,among which talent construction is the top priority. The construction of talent echelon is an inevitable requirement to improve the comprehensive competitiveness of hospitals, which is of great significance in the process of realizing the sustainable development of hospitals. Taking a tertiary public hospital in Wuhan as an example, this paper analyzes the current situation of talent echelon from the perspective of age, educational background and professional title structure,and explores the construction planning strategies of talent echelon in view of the existing problems of unreasonable talent structure, unstable talent team, difficulty in talent introduction, insufficient talent training and imperfect talent echelon construction.It puts forward measures to strengthen internal talent training, improve external talent introduction policy and innovate talent echelon training mechanism.Internal talent training and external talent introduction are two important ways of talent echelon construction. We should strengthen internal personnel training efforts to achieve the“hematopoietic” function. We should perfect external talent introduction policy to achieve the “blood transfusion”effect. We should innovate the talent training mechanism, cultivate the “tree” talent structure, pay attention to link work at selected spots with that in entire areas, and smooth the channels for talent development. We should promote individual enthusiasm, initiative and potential to get the best play, improve comprehensive quality, enhance strength,play the role of talents at all levels in the talent echelon, and realize the high-level development of hospital medical level and service quality.
