新阶段乡村义务教育师资队伍建设问题与解决策略--以重庆市为例 被引量:3

摘要 教师是全面提升乡村义务教育质量的关键。与新阶段全面提升义务教育质量的新目标与新要求相比,当前乡村义务教育师资队伍建设存在着短板,面临的问题包括:结构性缺员与教师超编,教师老龄化与缺乏补充,教师能力素质不足,教师专业化水平不高。导致乡村义务教育师资队伍建设问题难以解决的主要原因有惯性思维和认识不到位、乡村学校师生单向流动、师资缺乏精准配置等。解决乡村义务教育师资队伍建设难题,需要从思想观念、编制与配置、职前培养、职后培训、流动与交流、激励政策等方面精准施策。 The teaching staff are the key to comprehensively improve the quality of rural compulsory education.Compared with the new goals and requirements of comprehensively improving the quality of compulsory education in the new stage,there are shortcomings in the construction of teaching staff in rural compulsory education.The problems faced include:structural shortage and overstaffing,aging and lack of supplement,insufficient ability and quality,and low level of specialization.The main reasons why the construction of rural compulsory education teachers is difficult to solve are the lack of inertial thinking and understanding,the one-way flow of teachers and students in rural schools,and the lack of accurate allocation of teachers and so on.To solve the problem of the construction of rural compulsory education teachers,the precise measures should be taken from the aspects of ideas,staffing and allocation,pre-employment training,post-employment training,mobility and communication,incentive policies and so on.
