Relationship and Efficiency of Hospital Scientific Research and Key Subject Construction

探讨了医学科研和重点学科建设的关系,提出了“医教研”三位一体运营管理措施:规范科研管理制度,建立基于DRG的专科运营能力评价考核体系,重点学科带动相关学科协同发展,加快科研平台建设,加大科研资金投入力度,加强学术交流合作。提出了促进学科建设的举措:制定完善的学科激励机制,增强学科过程管理,树立学科品牌效应,加强学科人才的作用。运用目标管理(MBO)+PDCA循环的经济管理工具,结合医务、病案的全面质量管理(TQC),坚持五年三步走,依托专科专病精准一体诊疗技术的持续精进,提升科研能力,实现重点学科跨越式发展,增强医院竞争优势,服务于社会。

The study explores the relationship between medical scientific research and key discipline construction,and proposes the measures of“medical,teaching and research”trinity operation management,i.e.to standardize scientific and research management system,establish professional operation ability evaluation system based on DRG,pay attention to the coordinated development of key and related disciplines,speed up scientific and research platform construction,increase scientific and research investment input,and strengthen academic communication and cooperation.The measures of promoting discipline construction are proposed,i.e.to formulate perfect discipline simulation mechanism,strengthen discipline process management,establish discipline brand effect,and strengthen the role of discipline talent.It is suggested to apply Management by Objectives(MBO)+PDCA economic management tool and Total Quality Control(TQC)combined with medical and medical record,insist on Three Steps in Five Years Plan,continuously promote precise integrated diagnosis and treatment technology for specialized diseases,promote scientific and research ability,achieve the great-leap forward development of key disciplines,strengthen the advantages of hospital competitiveness,and serve for the society.
