自然资源信息化标准体系框架研究

Research on standard system framework of natural resources informatization

自然资源信息化标准体系作为标准制修订的基本依据,在自然资源信息化建设中发挥基础性和引导性作用,确保数据标准一致,促进网络互联互通、应用系统无障碍互操作和信息顺畅共享[1],将有力地推进自然资源治理体系和治理能力现代化。本文通过分析自然资源信息化标准管理面临的机遇与挑战,提出了自然资源信息化标准体系的建设目标和建设原则,构建了由5个专业门类标准和指导标准组成、贯穿自然资源管理决策和社会化服务全过程的“5+1”自然资源信息化标准体系框架,为自然资源“一张网”“一张图”“一个平台”建设提供技术支撑[2]。

Standardization plays a fundamental and guiding role in the construction of natural resources informatization.Standardizing and constraining the construction of natural resources informatization with a unified standard system,ensuring the consistency of data standards,promoting network connectivity and barrier-free interoperability of application systems and smooth information sharing will effectively promote modernization of natural resources governance system and governance capacity.By analyzing the opportunity and challenge faced by natural resources informationization standard management,this paper puts forward the natural resources informatization standard system construction goal and construction principle,studies and constructs a"5+1"informatization standard system framework of natural resources which consists of five major standard categories and guidelines and throughout the whole natural resources management decisions and socialized service process.It provides technical support for the construction of"one network","one map"and"one platform"of natural resources.
