为进一步优化营商环境、提升不动产登记便利度,重庆市需建立“一网通办”不动产登记工作体系。本文设计了重庆市不动产登记信息管理平台框架,构建了重庆市不动产登记信息管理平台,探讨了如何实现全面提速增效等内容,展望了平台后续应用方向。重庆市不动产登记信息管理平台实现了一手房登记业务远程申报、不动产抵押登记远程申报、不动产查封登记远程申报、个人不动产高频事项网上办理等功能。应用实践表明,该平台满足不动产登记业务需求,促进了部门间信息互联共享,将不动产登记服务延伸到社会公众、金融机构、房地产开发企业、公安部门、检察部门、法院等,为不动产登记工作提供高效的技术支撑。

In order to further optimize the business environment and enhance the convenience of real estate registration,Chongqing needs to establish a real estate registration system of"One Network Office Service".This paper designs the framework of the Chongqing real estate registration information management platform and contructs the platform,discusses how to realize overall acceleration and efficieny gains,and prospects for subsequent applications of the platform.Chongqing real estate registration information management platform realizes remote declaration of first-hand housing registration business,real estate mortgage registration,real estate sequestration registration and online processing of personal real estate high frequency transctions.Application practice shows that the platform meets the needs of real estate registration business,promotes the interconnection and sharing of information among various departments,extends real estate registration services to the public,financial institutions,real estate development enterprises,public security departments,procuratorial departments,courts,etc.,which provides efficient technical support for real estate registration.
