Construction ideas of digital national land space platform of Hubei province

自然资源是国家赖以生存和发展的根本,对于国家和地方的发展具有重要作用。以数字化赋能,打造数字国土空间治理体系,是提升国土空间治理体系和治理能力现代化的必然选择。湖北省自然资源厅在数字国土空间治理和自然资源信息化转型升级过程中,以自然资源部信息化顶层设计为指引,以治理科学、决策智慧为目标,提出“网、图、云、码、脑、盾”的“六个一”建设思路,基于地理信息载体,构建山、水、林、田、湖、草、城的多要素协同机制,打造数字国土空间底盘,为数字政府建设提供数据支撑。本文提出的建设思路旨在以新技术驱动自然资源管理和国土空间治理模式创新,全面提升自然资源态势感知、综合监管和宏观决策能力,对于支撑湖北省高质量发展具有十分重要的意义。

Natural resources are the foundation of the country's survival and development,and play a decisive role in the development of the country and provinces.Using digital empowerment to create a digital national land space governance system is an inevitable choice to enhance the modernization of the national land space governance system and governance capabilities.Under the instruction of the Minsitry of Natural Resources overall design of informatization,the Department of Natural Resources of Hubei Province focuses on the needs of digital national land space governance and the transformation of natural resources information.Based on the geographic information carrier,it puts forwards"network,map,cloud,code,brain and shield""six in one"construction guideline to realize the integration of mountains,water,forests,fields,lakes,grasses,and cities and to create a digital national land space chassis,which provides data support for digital government construction.The construction ideas of the project aims to use new technologies to drive the innovation of natural resources management and national land space governance models.The construction results have been promoted and applied in the local natural resources system,which has promoted the co-construction and sharing of achievements and resources at the provincial and municipal levels,and it is important for supporting the high quality development of Hubei province.
