数据作为新型生产要素,数据开放已成为新热点,蕴藏着无法估量的价值。研究自然资源数据开放工作有利于国家大数据战略的实施,对提升政府透明度、释放社会价值与商业价值、提高社会治理的公民参与度具有重要意义。本文对自然资源数据开放进行了定义及相关概念辨析,对比了国内外自然资源数据开放现状,围绕杭州市自然资源数据开放工作现状分析了思想认识、政策规范、管理机制与技术层面等制约因素,并提出了建立管理组织结构、构建开放流程和审核机制、完善自然资源数据开放目录清单、引导创新自然资源数据价值等方面的提升策略,期望为推进自然资源领域数据开放工作提供参考。

Data is a new factor of production,data opening has become a new hot spot and contains immeasurable value.The research on the opening of natural resources data is conducive to the implementation of the national big data strategy,and is of great significance to improve government transparency,release social and commercial values,and improve citizen participation in social governance.This paper discriminates the definition and related concepts of natural resources data opening,compares the current situation of natural resources data opening at home and abroad,and analyzes the restrictive factors at the levels of ideological understanding,policy norms,management mechanism and technology around the current situation of natural resources data opening in Hangzhou,and it also puts forward the promotion strategies of establishing management organization structure,constructing open process and audit mechanism,improving the list of natural resources data open catalogue,guiding and innovating the value of natural resources data,hoping to provide reference for the promotion of data opening in the field of natural resources.
