摘要
国家公园是自然保护地的重要类型,国家公园立法是保护自然生态系统的一项重要制度保障。美国是全球最早建立国家公园的国家,本文系统梳理了美国国家公园的形成及立法架构体系,深入分析了美国国家公园法律制度体系特征,总结国家公园立法主要做法,借鉴国际经验,为推进我国国家公园和自然保护地立法,提升自然生态保护管理工作提供有益的借鉴和参考。
The national park is an important type of nature reserves,and national park legislation is an important institutional guarantee for the protection of natural ecosystem.The United States is the fi rst country to establish national parks in the world.By reviewing the formation and legislative framework system of American national parks,this paper analyzes the characteristics of American national park legal system.It summarizes legislative practices and draws lessons from international experience so as to provide useful reference for promoting the legislation of nature reserves and the management of natural ecological protection in China.
