日本东京湾区自然资源管理对我国粤港澳大湾区建设的启示

对日本东京湾区自然资源管理现状的分析研究可为我国粤港澳大湾区自然资源管理提供国际经验和借鉴。本文运用内容分析法,梳理了日本东京湾区自然资源现状、管理机构、开发利用与保护政策,对我国粤港澳大湾区自然资源管理提出了以下建议:一是依托顶层政策方针,制定并适时调整发展规划,保障湾区空间用途与时俱进;二是保留适量耕地,融合城市农业与城市公园功能,保障湾区整体生态平衡;三是节约集约用地,注重生态保护与开发利用相结合,保障湾区自然资源可持续发展。

Analyzing natural resource management in the Tokyo Bay Area can provide experience and reference for natural resource management in the Guangdong-Hong Kong-Macao Greater Bay Area.This paper summarizes the current situation of natural resources,management institutions,development and utilization,and protection policies in the Tokyo Bay Area of Japan.This research off ers following suggestions and Advices.First,based on the national policy guidelines,advanced plans must be formulated to ensure the use of space in the Bay Area so as to keep pace with the times.Second,an appropriate amount of arable land shoud be retained so as to combine urban agriculture with urban parks,and maintain the overall ecological balance of the Bay Area.Third,intensive use of land should be guaranteed to strengthen and coordinate ecological environment protection and natural resources development in the Bay Area.
