关于破解大都市圈耕地保护困境的思考——基于上海市的调研分析

Thinking on solving the dilemma of cultivated land protection in metropolitan area——A case study in Shanghai

大都市圈是我国经济社会发展程度最高,用地矛盾最为突出的地区,在新型城镇化建设进程中面临着较大的耕地保护压力。本文探讨了大都市圈耕地保护的特殊意义;同时,以上海为案例分析了大都市圈耕地保护的主要困境,在此基础上结合对上海经验的梳理,提出了相关意见建议。研究认为,破解大都市圈耕地保护困境,一是紧跟国家发展形势与需求,进一步完善耕地保护顶层设计;二是将建设用地减量化政策作为解决用地矛盾的重要抓手;三是在耕地占补平衡的刚性管控下,给予地方弹性操作空间;四是在严守耕地红线的前提下,打通乡村各类合理用地障碍;五是强化基层日常监管,进一步加大国家督察和审计力度。

Metropolitan area is the area with the highest degree of economic and social development in China and the most prominent contradiction of land use.In the process of new urbanization construction,it faces great pressure of cultivated land protection.This paper discusses the special significance of cultivated land protection in metropolitan area,and analyzes the main difficulties of cultivated land protection in metropolitan area by taking Shanghai as a case,and puts forward some suggestions based on combing the experience of Shanghai.It is concluded that to solve the dilemma of cultivated land protection in metropolitan area,first,the development situation and demand of the country should be closely followed,and the top-level design of cultivated land protection further improved.Second,the national policy of reducing construction land should be taken as an important starting point to solve the contradiction of land use.Thirdly,under the rigid control of farmland occupation balance,local fl exible operation space should be given.Fourthly,the obstacles to rational use of land in rural areas should be removed on the premise of strictly abiding by the red line for arable land.Fifthly,routine supervision at the grassroots level and further supervision and auditing at the state level should be strengthened.
