新冠肺炎疫情防控视角下的社区多元主体协同治理研究

Research on the community multi-subject synergetic governance from the perspective of the prevention and control of COVID-19

社区党组织、社区居民委员会、社会组织、市场组织、社区居民等多元主体合作形成的基层联防联控机制,是实现新冠肺炎疫情有效防控的关键治理工具。协同治理作为一种新的治理范式,致力于实现政府、市场和社会之间的合作互补,在社区疫情防控中体现在治理主体、治理方式、治理结构的创新。本研究以协同治理为理论视角,明晰多元主体在疫情防控中的功能边界,厘清权责关系,从坚持党的领导、普及应急文化、培育社会组织、增强制度供给、激发行为主体意愿等维度为社区实现协同治理提供路径参考,以期完善社区应急管理体制机制,提升社区治理能力和水平。

The grass-roots joint prevention and control mechanism,which is formed by the cooperation of the community party branches,community residents'committees,social organizations,market organizations,and community residents,is a key governance tool for effective prevention and control of COVID-19.As a new governance paradigm,synergetic governance is committed to realizing the cooperation and complementation among government,market,and society.In community epidemic prevention and control,its innovation reflects in governance subjects,governance methods,and governance structures.From the theoretical perspective of synergetic governance,this study clears the functional boundaries of multi-subject in epidemic prevention and control and clarifies the authority-responsibility relationships.It provides a reference for communities to realize synergetic governance from the dimensions of adhering to the party's leadership,popularizing emergency culture,cultivating social organizations,enhancing system supply,and stimulating the willingness of subjects,so as to perfect the community emergency management mechanism and improve community governance capacity and level.
