扶持壮大宁夏村集体经济的对策研究

Study on the Policy Support on NingXia Rural Collective Economy

近年来,宁夏在农村“三权分置”改革基础上,通过政策引导、资金扶持和产业优化布局,努力探索村集体股份经营、承包经营、独立经营及服务经营等模式,培育和壮大了一批发展前景好、带动示范性强、形式多样的农村集体经济组织,为决战脱贫攻坚和决胜全面小康提供了重要支撑。其发展路径是通过股权改革形成利益联结机制,改变以“分”为主的小农经济模式,充分发挥以“统”为主的农村集体股份合作经济优势,推动高度组织化、集约化、市场化、科技化和机械化的农业生产方式。但总体上看,宁夏村集体经济发展还存在基础相对较弱、发展后劲不足等问题,需要从发展模式和扶持方式上深入研究对策。

Over the last few years,Ningxia has made great efforts to explore the development path of rural collective economy,including rural collective share-holding system management,contract management,independent management and tertiary industry management through policy guidance,financial support and optimization of rural industry distribution based on the reforms of the separation of landownership rights,contract rights and management rights.A group of rural collective economic organizations have been promoted and strengthened,which not only have good prospects,but also have strong demonstration effect.The prosperity of rural collective economy in Ningxia plays a critical role in eradicating poverty and building a moderately prosperous society in all respects.The development path of rural collective economy mainly prefer to choose the centralized rural collective share-holding mode rather than decentralized small-scale peasant economy mode,and take advantage of collectivization,intensification,marketization,technicalization and mechanization of agricultural production mode.In general,the major problems of weak foundation and unsteady development still exist,we need to make a further deep research on the rural collective economy in the perspective of sustainable development mode and policy support.
