摘要
新能源基地项目具有投资大、工程涉及空间范围大、作业密集、管控要素多等特点,常规管理模式已无法满足要求。借鉴反馈控制论的基本原理,从控制论的角度出发,重新梳理项目管理模式,明确项目监测要素及管控要求,对项目管理组织机构和流程再造,从而在有限管理资源下达成项目目标。
The new energy base project has the characteristics of large investment,large scope of engineering,intensive operation,and many management and control elements.The conventional management model is not enough.This paper intends to draw lessons from the basic principles of feedback cybernetics,and from the perspective of cybernetics,reorganize the project management model,clarify the project monitoring elements and management and control requirements,and reengineer the project management organization and process,so as to achieve project goals with limited management resources.
