新形势下对河北省自然资源标准体系建设的思考

Thinking on the construction of natural resources standard system in Hebei under new circumstances

标准体系是一定范围内的标准按其内在联系形成的科学的有机整体,通过标准体系的搭建,可以让行业管理者从宏观、全局角度,了解、把握、展示标准的制定、修订和执行状况,为标准化工作摸清家底、制定计划提供基础支撑。本文对目前自然资源标准体系理论研究成果和建设现状进行系统梳理和汇总,对河北省自然资源标准体系建设情况进行分析研究,结合自然资源管理“两统一”职责,对河北省自然资源标准体系建设提出相关建议。

A Standard system is a scientifi c organism in which a certain range of criterion are inherently related.Through the construction of a standard system,administrators can understand,grasp,display standard formulation,revision and implementation status from the macro perspective,which can provide basic support,for the standardization work.This paper made a systematic review of current theoretical research and construction status of natural resources standard system.Then it analyzed and studied the construction of natural resources standard system in Hebei province,and put forward four suggestions for the construction of natural resources standard system in Hebei province on the basis of"two unifi ed"responsibilities of natural resources management.
