摘要
科技创新是驱动区域循环经济发展的关键支撑,对地区可持续发展和生态文明建设具有重要作用。研究基于生态效率模型构建评价体系,分析中国30个省份循环经济绩效的时空演变特征,并利用空间面板数据回归等方法分析科技创新驱动区域循环经济绩效的空间效应,得出以下结论:①资源效率、环境效率和循环经济绩效在时序上呈上升态势,三者年均增长率分别为1.14%、1.03%、1.24%,在空间上大致呈现由东部地区向中西部逐渐递减的分异格局,全局Morans I指数由0.2004增加至0.3629,循环经济绩效及分解表现出明显的聚类分布特征,地区差异不断缩小。②从影响的综合效应来看,人才支撑、技术成果对地区循环经济绩效的提升具有促进作用,资金投入表现为抑制作用。控制变量中,产业结构、对外开放对区域循环经济绩效具有正向影响,环境规制表现为负向影响,城镇化的影响效果不显著。③从影响的分解效应来看,人才支撑、技术成果的直接效应为正而间接效应为负,资金投入的直接效应显著为负。在控制变量方面,对外开放的直接效应和间接效应均显著为正,产业结构的直接效应和城镇化的间接效应与区域循环经济绩效正向相关,环境规制的影响效果不显著。④研究从提升地区绿色科技创新实力、构建绿色科技创新体系等方面提出对策建议。研究对推动区域循环经济绩效提升,推进国家和地区生态文明建设与绿色发展具有一定的借鉴参考价值。
Technological innovation is the key to driving the development of regional circular economy and plays an important role in the realization of regional sustainable development and the construction of ecological civilization.The study analyzed the spatial and temporal evolution characteristics of circular economy performance in 30 provinces and municipalities in China by constructing an eval⁃uation system based on the ecological efficiency model and examined the spatial effect of technological innovation-driven regional circu⁃lar economy performance by using spatial panel data regression methods.The study reached the following conclusions:①Resource effi⁃ciency,environmental efficiency,and circular economy performance were on the rise in the time series.The average annual growth rates of the three were 1.14%,1.03%,and 1.24%,respectively,showing a gradual decrease in space from the eastern region to the central and western regions.The global Moran’s I index increased from 0.2004 to 0.3629.The circular economy performance and subsystems showed obvious clustering distribution characteristics,and the regional differences were constantly shrinking.②From the perspective of the comprehensive effect of the impact,talent support and technological achievements had a promoting effect on the improvement of regional circular economy performance.R&D investment had a restraining effect.Among the control variables,industrial structure and FDI had a positive impact on regional circular economy performance,and environmental regulations had a negative impact.The impact of urbanization was not obvious.③From the perspective of the decomposition effect of impact,the direct effect of talent support and technological achievements was positive,while the indirect effect was negative.The direct effect of capital investment was significantly negative.In terms of control variables,the direct and indirect effects of FDI were both significantly positive.The direct effects of indus⁃trial structure and the indirect effects of urbanization were positively related to the performance of the regional circular economy,and the impact of environmental regulations was not obvious.④This study puts forward countermeasures and suggestions for improving the strength of regional green technology innovation and building a green technology innovation system.The research has certain reference values for promoting the improvement of regional circular economy performance and the construction of national and regional ecological civilization and green development.
