西昆高铁建设项目前期工作一体化管理创新实践与分析

Innovative Practice and Analysis of Integrated Management of Preliminary Work of Xi'an-Kunming HSR Construction Project

为了高质量推进铁路建设,打造“精品、绿色、智能、人文”铁路工程,依托我国西部时速350 km、正线全长1355 km的西昆高铁,进行有针对性的高质量建设管理探索,重点就铁路项目建设中起基础性作用的项目前期工作开展深入研究和组织实施;从办理项目审批的前置要件、签订相关外部协议、围绕勘察设计管理等方面,提出“分批分类办理前置要件、对标对规签订外部协议、深度介入提升设计质量、提前对接稳定车站规模方案、站前站后同步获批初设”的项目前期一体化管理工作方法,为工程项目高质量建设奠定了有力基础,可为铁路建设者提供参考。

In order to promote the railway construction with high quality and build a“excellent,green,intelligent and humanistic”railway project,relying on the Xi’an-Kunming HSR with a speed of 350 km/h and a main line length of 1355 km in western China,this paper conducts targeted exploration on high-quality construction management,focusing on the in-depth research and organization and implementation of the preliminary work of the project that plays a fundamental role in the construction.In terms of completing of key documents for project approval,signing of relevant external agreements,and survey and design management,this paper puts forward the working method of integrated management in the early stage of the project,which is“completing key documents in batches and categories,signing external agreements against standards and regulations,improving design quality through in-depth involvement,determining the station scale scheme by communication in advance,and synchronously obtaining the approval for preliminary design of civil works and electrical&mechanical works”,laying a solid foundation for high-quality construction and providing a reference for railway builders.
