中国医改的整合之路及思考

The Road toward the Integration of China’s Medical Reform and Its Consideration

随着社会人口老龄化的加快、疾病谱的转变,以及“健康中国2030”战略规划的实施推进,我国迎来了健康中国建设新纪元,整合医疗成为必然趋势。整合的内在动力不足、治理机制有待完善、政策冲突、信息化滞后等是我国推进医疗改革的主要障碍。亟须在改革医保支付方式、完善双向转诊制度、建立科学有效的绩效评估体系、完善基本药物制度、加强宣传教育工作、加强信息共享等方面做出努力。

With the acceleration of population aging,the transformation of disease spectrum,and the implementation and promotion of the strategic planning of“healthy China 2030”,China has ushered in a new era of healthy China construction,and the integration of medical treatment has become an inevitable trend.There exist some main obstacles in promoting the medical reform,for example,lacking of internal motivation of integration,imperfect governance mechanism,policy conflict,and backward informatization etc.We should make efforts in following aspects:reforming the payment mode of medical insurance,improving the two-way referral system,establishing a scientific and effective performance evaluation system,improving the system of essential drugs,strengthening publicity and education,and strengthening the information sharing etc.
